SESSION 2 – Unblocking Delivery: Exploring how Dynamic Work Design can help us better understand and respond to multi-stakeholder bottlenecks.

Description: Introduces Dynamic Work Design developed by Nelson Repenning and Don Kieffer. The session shifts focus from policy design to operational execution, examining why well-funded initiatives stall in administrative pipelines. Using Miro, participants map workflow friction in the UK’s Green Homes Grant and move into breakout teams to resolve multi-agency handoffs and conflicting timelines in Germany’s Coal Phase-Out.

- Isolate operational bottlenecks from high-level strategic failures.
- Apply the core principles of Dynamic Work Design to streamline complex policy workflows and prevent task stagnation.
- Redesign multi-stakeholder governance handoffs and establish visual management triggers to identify stalled delivery before failures escalate.
