Description: Porto started an ambitious journey to become a leading European city in climate action. As one of the EU’s 100 Climate-Neutral and Smart Cities by 2030, the city has embraced a vision that goes beyond reducing emissions, aiming to build a more resilient, inclusive, and climate-ready urban future.
At the heart of this journey is the Porto Climate City Contract, which translates the city’s climate ambitions into a shared vision, concrete commitments, and actions towards climate neutrality. Yet this transformation cannot be achieved by the municipality alone. Through the Porto Climate Pact, Porto is bringing together local organisations, businesses, academia, civil society, and citizens, fostering a collective commitment to climate action.
This case study follows Porto’s journey from mitigation towards a broader climate action agenda until 2025, where adaptation and resilience are becoming increasingly central. It explores how the city is connecting ambitious long-term goals with practical action and societal engagement, and how Porto is positioning itself at the forefront of urban climate leadership, not only responding to climate change, but helping shape a more resilient and climate-neutral future.
