Description: Power is the largest-emitting sector and the precondition for major change. We explore two instruments governments are using at two different levels: competitive renewables auctions, where government acts as market-designer and auction design — not subsidy size — drives cost falls (India; Chile); and distributed household solar, where government as funder and enabler lowers household bills but raises the grid-scale storage question (Bangladesh). In both cases we explore how government is using its role to speed the transition.
