Description: Climate policy often moves quickly from identifying a challenge to designing solutions: regulations, incentives, technologies or behavioral interventions. But before asking “What should we do?”, there is a more fundamental question: Are we solving the right problem?

This interactive workshop explores how the way a climate challenge is framed, including the evidence considered, the scale at which it is examined, the perspectives included and the assumptions made, can fundamentally shape the policy interventions that follow.

Using a practical climate-policy challenge, participants will work through four interconnected stages: Reality Mapping, Problem Framing, Perspective Mapping and Strategy/Intervention Design. Rather than starting with solutions, participants will first map the scientific evidence, institutional and economic realities, stakeholder perspectives and implementation conditions surrounding the challenge.

The workshop will demonstrate how different interpretations of the same evidence can lead to different problem definitions, policy choices, trade-offs and unintended consequences, and provide participants with a practical approach for making more informed and context-aware climate policy decisions.
