Description: Urban form and building codes lock in emissions for decades, so today’s planning and standards set tomorrow’s baseline — and this is where mitigation and adaptation are decided by the same choices. In one hour we explore a shared lever: what government mandates at the macro level (proximity planning; building energy codes) versus what it delivers or catalyses locally (green infrastructure and cooling; retrofit of the existing stock), with contrasting city and national cases.
